Collecting your BTO keys is one of life’s most exciting milestones for Singapore homeowners. But what happens next? The period between key collection and move-in involves a series of decisions and actions that many first-time BTO owners aren’t prepared for.
This complete BTO key collection guide for 2026 walks you through everything — from what to bring on key collection day to starting your renovation.
Before Key Collection Day
1. Confirm Your Appointment
HDB will send you a letter with your key collection appointment at the HDB Hub (Toa Payoh). The appointment is not flexible — only postponement is possible if requested in advance. Bring both owners if the flat is jointly owned.
2. Settle Your Financial Payments
On key collection day, you’ll need to have settled:
- Resale Levy (if applicable — for second-time BTO applicants)
- Stamp Duty — typically paid by your lawyer or conveyancing firm
- HDB mortgage or bank loan drawdown — your CPF or cash funds must be ready
- Fire insurance premium — HDB’s mandatory basic fire insurance must be paid
3. Bring the Right Documents
- NRIC (both owners)
- All CPF documents if using CPF
- Bank loan documents if using bank loan
- HDB appointment letter
What Happens on Key Collection Day
At the HDB Hub Appointment
- Sign the lease documents
- Collect your flat keys (usually 2–3 sets)
- Pay any outstanding balances
- Get your renovation permit application instructions
Immediate Inspection After Key Collection
Visit your flat immediately after key collection and document everything with photos and video. Check for:
- Defects in HDB’s basic finishes — cracks in floor screed, defective tiles (HDB BTO comes with a basic finish package including floor screed, painted walls, basic sanitary fittings)
- Window conditions — all windows opening and closing correctly
- Electrical points — test all power points and lights
- Water supply — check all taps and flush the toilet
- Door conditions — main door, room doors, and toilet doors
Submit any defects to HDB within the defects liability period (typically 1 year from key collection). Report via the HDB website or call HDB’s hotline.
The 30-Day Wait Before Major Renovation
HDB requires BTO flat owners to wait at least 30 days after key collection before applying for a renovation permit for major works (hacking, tiling, carpentry, electrical rewiring). This is so the building structure can settle after construction.
You CAN do during this 30-day period:
- Take measurements and finalise your renovation design
- Meet renovation contractors and obtain quotations
- Select tiles, fittings, and materials at showrooms
- Sign the renovation contract
- Apply for the renovation permit (though it cannot be approved until after day 30)
